what would you think is acceptable protocol for asking for a reference? Here's the deal everyone that can leave my hospital is doing so, and getting better salaries. So I decided to simply put myself out there, and I got an offer to travel with a very good compensation package. Now my problem comes in when I asked for references, my former third shift boss said she was willing to only say so much about me because she was no longer my supervisor. I didnt get it at first, but I do now, it would create friction if one supervisor gives a reference for another supervisor's employee. I was told to simply request my current supervisor do it. I don't know how I feel about that because truth be told they are going to be pissed Im even talking leaving because we're understaffed.

Aren't they obligated to give you a reference if you ask? 

no one is obligated to do anything for anyone, esp if it doesn't serve their own best interests
