During Janet's dominance, both Madonna and Mariah released eight studio albums (not including Immaculate Collection, Evita, Unplugged, Merry Christmas, and #1s, all of which produced noteworthy singles/sales). Whitney released seven studio albums (including all three soundtracks and excluding the fact that she was still riding on her debut the Control era began). Statistically, that would be true. We also might not have had such quality albums though, so it works both ways. Between 1986 and 2001, every song she released went top 10 (with the exception of TPP). 18 consecutive top tens on the Hot 100, 25 consecutive top tens on the R&B chart, and 33 total top 10s on the Dance chart with all of them going top ten with the exception of BC.
