"Whore" is a synonym of "prostitute" and the definition of that is anyone who has sex for payment. So yes, he is a whore because he got paid for it. Again, he (or anyone else) shouldn't be condemned for it but he is. What you may mean is that he isn't a "slut" which is a very different term. He isn't fucking on campus. Which would be in their jurisdiction to police.
