Artists on the all-time chart are ranked based on the combined point totals of all their Dance Club Songs chart entries (with songs ranked based on an inverse point system and weeks at No. 1 earning the greatest value and weeks at lower spots earning the least; due to changes in chart methodology over the years, eras were weighted differently to account for chart turnover rates over various periods).

Likely due to streaming. Other artists may have had lower sales but a lot more streaming of their albums

That's what i'm saying but i'm gonna also add that Janet is in the top 10 of just about any other music list especially the Billboard ones.
