Tickets for Asia go on sale in January but I don't believe those two shows are the only ones to be officially announced by her team next month. She doesn't neccesarily have to release a new album or single first to sell out over there. I mean, she's doing two shows in a 14.000 seat-venue. Plus, she visited Asia more consistenly than Europe so she has a better connection with the fans. I think Janet is dropping her new project by March. Then announcing the European tour and possible other international legs (and hey, who knows but maybe she's wrapping up SOTW in the US eventually). She needs to promote a new album to sell out the bigger venues in Europe. I could be totally wrong but this is what I think might happen. Several tv shows in the Netherlands talked about the song and the video and it was doing very well on iTunes for like a week. So a new album will actually give her some exposure.
