I think the truth is these agencies are run poorly and are very unorganized and that's why shit like this goes down. Public sector employees are paid poorly so you get what you pay for a bunch of people who don't give a fuck about a job they are under paid and under staffed to do. I had a girl in a class last fall from Texas, someone in her family died, and she only had enough money to go but not return so she couldn't finish her classes.
